Problem with wallpaper border?

My wallpaper border is slightly lifting at the edges. I have tried using border adhesive to stick it back down and that doesnt work. Does anyone have any ideas what would stick it back down. It is only lifting by about 5 mm or so but it is annoying me and it wont be long until it gets ripped. Thanks in advance. Sam
