Is it normal to laugh at a President when he's speaking at United Nation?

It is referring to Jimmy Carter probably (The president during NATO's allience with the UN) the war with Ga was refering to a poor position of Carter when He alligned with NATO because it wasn't needed. Reagan defeated the Warsaw Pact without help from the UN (That was the commentator's point of view i suppose whether I agree or not)
