How long before the retail segment begins to exclusively employ middle eastern contract workers?

In sum, it is evident that the majority of the technology industry is now comprised of contract workers from India or Pakistan. These are higher paying positions, how long before the lower paying positions are saturated as well? Or are these low paying positions reserved for US born residents?
