Any ideas how to deal with Chronic Heaves?

Two of my horses have chronic heaves, one is 10 the other is 7. They have just started their prescriptions, and I'm now down to the task of eliminating the problem. The vet believes its because I'm feeding round bales. I was wondering if there was a good way to feed 10 horses that are on pasture/hay 24/7? I would like to use the hay I have currently (its only dusty, I've checked several bales and there is no mold), but have no way to break apart the bales and water it down. Short of getting a bale buster (those are crazy expensive) are there any ideas of what I should do?
