What scary movie is this from?

I know this is vague, but I remember a couple of years ago watching a scary movie with one of my friends. There was a mother and I believe a daughter, in a very spooky and foggy town. A creature emerges and has no arms i believe? is very awkward looking, but also very hilarious. Any ideas what this movie is?
