New York Tow Truck Fee?

If any one can answer my question and hopefully provide a link to some online source. I was parked in a stores private lot in one of the New York City boroughs and when i walked out my car wasn't there. I looked around the corner and my car was on a tow truck. I told him i was around the corner but he wanted $109 to drop it on the spot. I asked if he took card and he said cash only, which im uming is for the purpose of fattening his own pocket. I was under the impression that a drop fee was half the tow fee or 50 dollars in New York State. I also thought that any licensed Tow company is supposed to accept credit cards for drop fees and for that matter aren't they supposed to have some kind of written authorization from the owner of the store that the car doesn't belong in there. (Which i'm 120% sure he doesn't have.) Someone please help me out and give me some answers, as i want to go down to the company and try to get my money back.
